Hsinchu Neiwen branch railway reconstruction Project

前言

配合台灣高速鐵路完工通車,為高鐵新竹車站特定區與新竹地區的發展核心─新竹市、新竹科學園區等相鄰區域之聯外運輸,以發揮特定區開發成效;並利用台鐵新竹內灣支線沿新竹捷運紅線往北至延伸至高鐵新竹站,作為高鐵新竹站聯外軌道運輸系統。茲依據行政院經濟建設委員會92年1月6日第1115次委員會會議審議結論,研提「台鐵新竹內灣支線改善計畫」,並報奉報奉行政院93.09.27院臺交字第0930043548號函核定納入五年伍仟億建設計畫中辦理。環境影響說明書亦於93.11.15獲環境保護署有條件通過在案



Foreward

For blooming of the High-Speed Railroad(HSR) Hsinchu station area after the completion, suitable corridor transportation systems between the area and other core areas, such as Hsinchu city and Science park, should be considered. To reconstruct the existing Hsinchu Nei-wen branch railroad and extend toward the north to the HSR Hsinchu station as a substitute of the red line of Hsinchu Rapid Transit System, had been deemed. The “Hsinchu Neiwen branch railway reconstruction Project” is evaluated and based on the 1115th board meeting's conclusion of the Council of Economic Planning and Development, Executive Yuan, 2003. And the Project is approved by the Executive Yuan in Sep.27th, 2004. Meanwhile, the Environment Impact Evaluation proposal was accepted conditionally by the Environmental Protection Administration, Executive Yuan, in Nov. 15th, 2004.



計畫內容
1.土建工程:新建路基1360m,高架橋9,922m及竹中至內灣路線改善。
2.軌道工程:傳統式11.28公里。
3.車站工程:改建竹中車站一處,新建千甲、關東及六家等三 處車站。
4.機電工程:全線電訊、號誌系統;及新竹至六家間電力、變電系統。
5.車輛採購:通勤電車12輛。



Content of the Project

1. Civil Works: new construction of earthen-based track 1,360 m, viaduct track 9,922m, track improvements between Chuchung and Neiwen.
2. Track Works: ballast tracks 11.28 Km.
3. Station architecture Works: construction of 4 stations.
4. Electricity and Mechanical Works: operation related systems such as signal, communication, power supply and control, form Hsinchu station to new station on HSR station area (unofficial call ‘Liuchia')
5. Train Procurement: 12 Electrify Multiple Unit(EMU).

計畫期程及經費
1.期程:94年1月至98年12月。
2.經費:63.15億元。

Project Duration and Expenditure

1. Duration: from Jan, 2005 to Dec. 2009.
2. Expenditure: 6,315milions.

計畫效益

1. 輔助公路運輸,可提昇高鐵新竹車站聯外交通運輸系統服務品質。
2. 消除內灣支線8處不安全鐵路平交道,改善交通安全。並消除鐵路阻隔,帶動沿線包括新竹市關東橋、頂埔、千甲等地區,新竹縣縣治二期、高鐵特定區及科技園區等地方之繁榮。
3.改善內灣支線路線標準,促進內灣地區觀光事業發展。


Project Benefits

1. Combining with highway systems, the project will promote service quality of external transportation system for the HSR Shinchu station..
2. To eliminate 8 railway crossings and decline barrier effectiveness and balance the side area's development along the railway.
3. To improve the railway construction standard, and promote the prosperity of sightseeing and tourism of Neiwen's area.
